LONDON -- Now, they鈥檙e going after the dogs.

The Royal Parks people announced new regulations over the weekend. Until further notice, all dogs must be kept on a lead. A lot of us are worried they will close the parks entirely, as other places have done.

Police were out telling people the new rule applies to all open spaces in London, which are normally a dog鈥檚 world, free to run, to chase squirrels, flop in the mud. As a lover of Corgis, I wonder what the Queen thinks. After all, they鈥檙e her parks!

At this moment, it might be instructive to bring in President Charles de Gaulle of France and Elizabeth Taylor. They both offered wise advice about dogs. 鈥淭he better I get to know men,鈥 said de Gaulle, 鈥渢he more I find myself loving dogs.鈥 And Ms. Taylor: 鈥淪ome of my best leading men have been dogs and horses.鈥

Poor Sammy wasn鈥檛 quite sure what was going on, since he couldn鈥檛 read the sign posted on the gate at The Regent鈥檚 Park, and was still firmly attached at the neck once we got inside. It took him a lot more time, and sniffing, to do his business. I wondered if the new rule was making him anal retentive.

For God鈥檚 sake Workman, get a grip. He鈥檚 a dog!

Pet owners immediately blamed inconsiderate joggers for this disappointing state of affairs. It was all out war on the neighborhood website

 

鈥淒ear Runners, please be conscious of big mouth breathing as you run towards others or pass them by.鈥

This was my favorite:

鈥淚 have taken to carrying a stick which I hold out to the side of me to force runners and others to keep a safe distance. I鈥檝e been on the heath every day this week and runners and cyclists don鈥檛 seem to care about social distancing at all.鈥

Which leads appropriately into this morning鈥檚 breakfast conversation:

She: 鈥淗ow many people do you think are, like, cheating? Going out twice a day. Even though they know they shouldn鈥檛.

He: 鈥淧robably a lot. But what can you do?鈥

She: 鈥淚t鈥檚 just going to hurt us all.鈥

In the study of human psychology, it鈥檚 a theory known as Tragedy of the Commons, where people put their own interests first鈥攁s I was duly educated by somebody who actually remembered this from university.

If one person says 鈥渕aybe I鈥檒l go twice to the park,鈥 and her neighbor says, 鈥渨ell, if she鈥檚 going twice, I should be able to go twice too.鈥 Then the park will be overcrowded and they鈥檒l close it.

We saw the first pictures today of Boris Johnson under quarantine. There he was, in a casual blue sweater, inside his Downing Street COVID-19 bunker, 鈥渨orking remotely,鈥 said his people. There has been no update on his condition. He looked okay, but then makeup can do a lot.

You may remember his optimistic prediction from a week or so ago that Britain could 鈥渢urn the tide鈥 on this plague in three months.

Today he sent a letter to every U.K. household鈥30 million homes鈥攚arning that 鈥渢hings will get worse, before they get better.鈥 And, the lockdown might even have to be intensified, if people don鈥檛 obey and stay at home.

On top of that cheery news, a prominent health-care official says Britain will do well if it can come out of this epidemic with fewer than 20,000 deaths. Not to be alarmist, but that鈥檚 like wiping out the entire population of my home village 16.6 times.

This was a Sunday without church, for those who go. A Sunday without pub lunch鈥攆or those missing roast beef and Yorkshire pudding. A Sunday without visiting elderly parents, or taking in a movie. At least there was no jackhammering next door.
